After Georgia Department of Community Affairs (DCA) Refused To Help Her With "Online" Emergency Rental Assistance Application
THE CIVIL RIGHTS OF LIMITED ENGLISH PROFICIENT SUDANESE IMMIGRANT TO EQUAL ACCESS OF FEDERAL RELIEF DOLLARS OF THE CARES ACT IS DENIED THROUGH DCA'S "ONLINE ONLY" APPLICATION PROCESS FOR THE EMERGENCY RENTAL ASSISTANCE PROGRAM
Sixty-three (63) year old Limited English Speaking Sudanese Immigrant faces eviction from her rented townhouse, after The Georgia Department of Community Affairs (DCA) refused to provide her person-to-person assistance with its "ONLINE ONLY" application process for their Georgia Emergency Rental Assistance (ERA) Program.
Sister Rebecca's thirty-three (33) year old adult son tried to complete the "ONLINE ONLY" ERA application, but says he "got stuck" because he could not understand what was being asked and what he was supposed to do. He too, requested help - but was told: the Georgia Department of Community Affairs do not provide one-on-one assistance available with the application process. Months of past due rent, piled on top of months - which eventually led to Sister Rebecca landlord filing an eviction against.
Sister Rebecca, her adult son (Brother Tachen) and her adult daughter - are all Persons with Disabilities. Her son was born with only one (1) fully developed leg. And her disabled daughter has a five (5) year old son. Brother Tachen's babies are his two (2) emotional support dogs.
Through a "Consent Agreement" the family was to be out of their rented unit by 11:59 PM, Saturday, April 1, 2023, but the family, after calling several organizations from their resource list - could not find emergency shelter (that could accommodate and keep the family together) nor found any program offering a "Hotel Voucher."

"As a protection against national origin discrimination Title VI of the Civil Rights Act requires recipients of federal financial assistance to provide language services to limited English proficient beneficiaries to allow these groups to meaningful participate in the program or activity."

Our ministry, on Saturday afternoon, was able to get in touch with Magnolia Park Apartments' property manager and pleaded for more time to find alternative shelter for the family and simultaneously - to assist Sister Rebecca with completing her unfinished "ONLINE ONLY" ERA application and prayerfully have DCA satisfy the family's past due rent and prevent their eviction and displacement.
